BESC stands for Bordereau Électronique de Suivi des Cargaisons — the Beninese name for what's internationally known as the ECTN (Electronic Cargo Tracking Note). It's mandatory for every shipment discharged at the Port of Cotonou, including cargo in transit to landlocked neighbors like Burkina Faso and Niger.
EXA (also written EX-A) is the export declaration document required when goods originating in the EU leave European territory for a non-EU destination. It's used to prove the goods have exited the EU — for example, for VAT-exemption purposes — and is a standard requirement for exports leaving Benelux, France, or Italy, not something specific to Benin's customs authority.

Cotonou is Benin's only commercial seaport, so it's the sole destination covered.

Yes. Each Bill of Lading must be accompanied by a valid BESC; cargo arriving at Cotonou without one cannot be cleared by customs.
Cargo can face fines, clearance delays, and demurrage/storage costs at Cotonou until proper documentation is provided. The shipper/exporter at the port of origin is responsible for obtaining the BESC before departure.

Yes, a correction after validation is possible if requirements are met. You can request this via your order in the client portal — same process as for other countries.
