The BESC certificate is a necessary document requested by law. Each B/L must be accompanied by a valid Electronic Cargo Tracking Note. Cotonou is Benin's only commercial seaport, and cargo cannot be cleared by customs without it — including shipments in transit to landlocked countries such as Burkina Faso and Niger.
