Port of Dakar Is Betting On Breakbulk Cargo

The Port of Dakar has unveiled a bold transformation plan designed to secure its position at the heart of West Africa’s trade network. Anchored in a sweeping 2025–2029 strategic roadmap, the port’s vision couples cutting-edge digitalisation with targeted infrastructure investments, bringing both innovation and resilience to Senegal’s busiest maritime hub. This transformation seeks not only to modernise processes through technology but also to diversify the port’s cargo portfolio — a dual approach that promises faster operations and stronger regional competitiveness.

At the forefront of this evolution is the Jambaar Project, a flagship initiative that shifts the spotlight from traditional container traffic to the often-overshadowed realm of non-container freight. With an initial €85 million investment and a 25-year concession signed with an international consortium including Conti-Lines Group and Port of Antwerp-Bruges International, Jambaar is set to completely modernise Môle 4, transforming it into a state-of-the-art terminal for bulk and conventional cargo.

This strategic bet on breakbulk and agro-bulk cargo positions Dakar to better serve agricultural value chains, regional supply routes and essential imports. These sectors are vital to Senegal’s economy yet underserved by traditional container-centric port facilities. The upgraded terminal will feature enhanced storage capacity, modern equipment such as quay cranes & conveyor systems and improved logistics flows that reduce handling times & increase reliability.

Beyond physical infrastructure, the transformation plan embraces digitalisation as a cornerstone of operational excellence. Initiatives like the electronic exchange of goods release orders via the Single Port Electronic Window aim to slash clearance times, improve transparency and strengthen traceability across the entire cargo chain.

Together, these efforts — combining digital innovation with tangible expansion into non-container freight — reflect a Port of Dakar that is not just adapting to change but actively shaping the future of maritime logistics in West Africa.
