The Gabonese Council of Shippers (Conseil Gabonais des Chargeurs - CGC) has officially issued Circular No. 000006, bringing key regulatory changes to cargo documentation for high-consumption goods ("Vie Chère").
What has changed?
Following the government decree on September 8, 2026, all tax and customs exemptions under the audit of counterparts have been suspended with immediate effect.
Key Impact on Operations:
- End of Zero-Rate BIETC: The issuance of free / zero-rated Electronic Cargo Tracking Notes (BIETC) for "Vie Chère" goods has ended. Standard tariffs now apply.
- No New Exemptions: All previous exemptions are suspended, and no new exemptions will be granted.
- Strict Compliance: All economic operators importing these goods must adjust to standard pricing immediately.
